If somebody is complaining slow speed of legal proceedings in India...,or other common complains of misuse of law etc,
Is it not punishable as an offence of insulting working public servant and contempt of court?

Filling a proper complaint with the higher court regarding inefficient working of the police, lower court etc will not amount to either insulting or interfering with any public servant or Contempt of Court. What are the ways to complaint & language which you use is important in such matters. The Constitution Of India Provides Article 32 & 226, which give power to the Supreme Court of India & the various High Courts to pass five different writs respectively, two of which are writ of mandamus this writ is with regards to any issue that involves any public servant / government department / government run organizations or corporations/ courts etc which do or fail to do any act that results in infringing the legal & constitutional rights of an individual. Similarly there is another writ of certiorari which can be passed against the infringement of the legal & constitutional rights by any lower court by making any such order with this regard. The slow & inefficiency in the lower court's proceedings effecting the legal & constitutional right of an individual with regards to legal redressal can also be complained in such writ petition. By taking such legal steps one can bring in notice the inefficiency, slow working & ulterior motives of any public servant or lower court in a refined manner that will neither amount to contempt nor any insult to any of these departments.

I don't know what the law in India is, but to make a complaint about the legal system should be one's right.

Dictatorships use the "insulting" the government ruse to control people and their speech.

If someone steps on your foot, and you complain to him about it, how is that an "insult?"

No. it's not contempt of court, you are not in court, Amendment 1, allows you to say what you want as long as you don't go around slandering someone's name. So keep it anonymous.

If you complain about police or law or slownes of justice, it is not contempt of court. Contempt of court is, if you derogatorily speak about any particular judge or judgment.

ONE, contept of court has to be in COURT.It is testifying falsly in court.

Two you can offend anyone all the way up to the president-that's called FREEDOM OF SPEECH.

Simple as that.
