cant get it to work have rethreaded it but what creates the loop from the bottom to lock the stitch?

If any instructions came with the machine, read it carefully and make sure you are following it correctly. You should also inspect any paper work that came with it, including the writing on the box, to see if there is a source you can write to for more information.
If you can't find anywhere to write to, take it back to the place you bought it and ask them for an address.

First, check that the bobbin is on correctly, and that it is threaded right.
Then check the tension in the bobbin, it may be so loose it is pulling out.
Then, make sure you have the needle inserted right, threaded right, and adjusted correctly for your fabric.
If none of those solve the problem, it could be a faulty machine
