You might have better luck if you sprinkle the seed over the lawn, throw a small amount of fresh topsoil over the seed. Rake the two thoroughly,l then water like crazy. You will help the lawn recover as the new seed takes hold. I repair my lawn like that all the time.

First you must know what he used to kill the weeds. There is weed killer and then there's ALL PLANT KILLERS! I pray he used something like Roundup and not a soil sterient that remains in the soil for years!!!
The seed must contact the soil. If you don't want to rototill....and neither would I.........I'd suggest a very aggressive dethatching with a power rake. It will flail-off (a new verb) the dead grass. Make certain the dirt flies so a roughened seed bed is created. Then you can overseed. Would be nice if a starter fertilizer is put down too. You are right, thereafter it's water, water, water.

No, if you try to reseed over dead grass, you will just be wasting seeds. The dead grass will prevent the new seeds from reaching the soil underneath. So, no matter how much you water, a new lawn will not grow. You can only reseed if you already have an established lawn- and even then you have to try and scratch the surface. Read the instructions.
You have to pull it up and start over new. Sorry.

1. Check to see which weed killer he used, was it a persistent one? if so you are out of luck. Paving it over may be the only way. The good news is there are very few persistent weedkillers available, if he used one that can be restocked with in 30 day then clear the area of all debris after that time rake over and sow according to the packet of grass seed. Water once then leave it alone until it sprouts. Lawns require a great deal of care and attention may be you could try Chamomile, creeping jenny or Thyme in patches through the area. They can all be walked on to a degree and smell very nice.

The easiest way would be to set your lawn mower height to the lowest setting. Mow up all excess dead grass. Over seed with a starter fertilizer. The water the maintain the moisture on the top half inch of soil. Which will require numerous watering's for short periods of time. Peat moss will help maintain the moisture. If you cant water throughout the day.
