Game shows must appeal to a mass audience - the home viewers. Viewers enjoy "playing at home." Given the average intelligence of people who enjoy watching game shows, a program based on memory is more likely to be popular than one based on intelligence.

It's hard to test intelligence in a short format like a game show. A Q-and-A format is cheap and easy to use; one based on puzzle-solving is harder to implement and would take longer to play out. Look at Wheel of Fortune; it's effectively a puzzle-solving game, but it's extraordinarily simple in order to be able to play multiple games in a 23 minute span.

It's because memory is black and white. Intelligence is subjective, meaning that you can't recognize it unless your are at least as intelligent as the other person
