i generally use the piercing stare of a madman for all situations...i find that i am left alone a great deal.

No eye contact is unacceptable unless it is lingering and unrequited. Long eye contact is acceptable in intimate situations, or through a crowd. Shorter eye contact is usual for showing someone subtly that you are thinking of them.

Well lots of eye contact when speaking to people of the opposite sex and from a different background can be regarded as vulgar and impolite.
When flirting... you need to look in the eyes... its more intimate

When you're shy or blushing its best to look at your shoes...

eye contact is vital in all situations unless one is uncomfortable with it and then the other would see it right off....so as a starter i would say ALWAYS
unacceptable is when the person shows they do not want contact and the other continues

i work with someone who cannot look you in the eye, he is a boss.
i find this unacceptable as he does not show any self confidence so people do not take him seriously.

waitresses are not supposed to sit there and look at someones face the whole time that they are looking at a menu or ordering, because it "makes people nervous". so as an ex-waitress, i tend to not look at people in the face a lot, unless i know them. also... i have this thing about public speakers, in a small group, i don't like to watch a speaker for a long time because i feel like it might make them nervous to have me stare at them while they talk... ok... i'm weird.
