Where I am the general rule they must be spaced so a 4" ball [think about a baby's head] cannot pass thru them at any point. That means 2 per step in most cases.

Your code may differ. Best to ask your local building offical.

When I was a child I attended a beautiful little, very old Church on the main street of my town in England. When I went back to visit, 40 years later, guess what, there was a huge McDonalds standing where the Church used to be. I know that this is not an answer to your question, but it suddenly brought to my mind how aghast I was (even though I was no longer a member) that this historic building had been replaced by a McDonalds. I supposea burger "joint" just does not go along with thoughts of a Church next door, does it!

The recommended distance used to be 4" but this was changed in the UK to 100mm between centers maximum, with no minimum stated. The reason for the maximum is so that small chldren cannot fall through and or get their heads through and strangle themselves.

depending on the diameter of the spindle,4 inches,so a child,s head won't fit through it

A 100mm diameter ball must not be able to pass between the spindles, if you in the UK, it represents a small child's head which you would not want stuck through there. Good luck with your project

UK building regs state no minimum distance but a maximum of 100mm.

in the states super chip got it right.. there is no minimum. the max spacing is 4" between spindles
