They throw it away. But then again, I've never seen a TSA worker with dry cracked skin, so I might be wrong.

I'm pretty sure they throw it away because I remember seeing this segment on the news were they wouldn't allow any type of liquid on a plane (don't ask) and they showed the security guard throw away the items. (like the lip glosses, lotions etc.)

They throw it away because it might be contaminated or purposely poisoned by someone with revenge in mind. Non-liquids like tools and knives are auctioned off at some airports.

It depends on who is taking it. Some airports actually have taken the stuff to shelters, but most throw it away I think.
