Most pc's come with cheap (and noisy) fans.
Open the pc and see which one is making the noise, then replace it with a high quality one with a low noise rating (sones). Fans will be in the power supply and cpu, maybe on the case, and video card. The case fans have been notorious for being loud.

The fans need to run to keep the components cool.
Check to make sure that nothing is hitting the fan blades.
Otherwise the best you can do is replace the fans with quieter ones. Look for the dB rating on the fan - the lower the better.
If you can listen to each fan by itself, it may be that you just have one noisy one.

It's the fans that make most of the noise in a pc so you will need to replace them. Look specifically for low noise fans with db(A) ratings below 15.
The fan in the power supply unit can also be noisy so you may need to replace that too. Again, look out for low db ratings.

as everybody else has said there are 2 main solutions, check the fans arent obstuced and replace them. somthingelse which my work is to provide more circulation. by letting more air in it helps keep the cpu cooler and hence the fans run slower and quieter.
Other than that water cooling systems are becoming more and more common so you might want to look into that.

Get a better heatsink with good passive cooling. Lower your vid card settings. Flash your bios (the fan speed setting is ion the bios). Your fans are there to protect you, it is NOT a bad thing for them to be loud

like the other answers,replace the fans with higher quality fans with low noise rating.I found with mine that larger fans have a lower rpm so less noise and more air flow.Make sure your case will accept larger fans first.Also aftermarket cpu heatsink and fan will help

Take the fan out and sparkling it. positioned some WD 40 interior the bearings or on areas that circulate against one yet another, yet many times taking the fan out and getting each and every of the dirt out will make it quiet returned.

if you want a quieter PC look into peltiers and liquid cooling systems and get rid of fans all together.
