There are 2 entrances to my apt. The side door has a good sized yard that I'd like to keep my dogs in during the day. I've lived here for almost 2 years (lease expired 1 yr ago). I'd also like to replace the carpet.

Is this something I should ask about? Or is it a waste of time?

Yes, by all means ask him/her...and if you go ahead without getting his/her permission, you are in violation of your lease agreement and will soon find yourself with a 30-day notice to vacate your apartment.

A leaser (that's you) simply cannot go and make permanent modifications to the rental property (that's what it is), that is a decision that's made by the property owner.

Best you could do is approach your landlord/manager with a "request" for these additions and if justified, he/she can arrange for the work to be done.

With two dogs, getting new carpet installed by your landlord is going to be a tough sell. Animals of course are notorious for damaging and/or soiling carpeting...good luck with that.

by all means, ASK!!

your lease likely prohibitted such modifications to the property when it was in force and the month-to-month arrangement you now have likely continues its important clauses [this was in the original lease].

Besides the legal aspect, you may be able to strike a deal with the landlord over the cost of the carpet. Any money he contributes is found money from your viewpoint. Of course, he'll likely want to approve the color and type of carpet -- that seems like a fair exchange, doesn't it?

GL on the fence. Were I the landlord I'd let you do it BUT wouldn't pay for it at all. Further, I'd want you to indeminify me if your dogs escape and cause a financial problem. [Even small dogs can bite a toddler resulting in a BIG lawsuit.]

There's no question you MUST ask your landlord before you make any substantial improvements. My question to you is why do you continue to rent? Since the place obviously needs some improvements, fencing, carpets, Paint?, why not approach the landlord about a lease option (aka rent to own) situation? Can you offer more rent or offer to pay a slightly higher than market price for the property at some future date? When we have a 2,3,or 4-plex that has long-term tenants, we encourage them to to us if they'd be interested in making such arrangements. Think about it!

I have allowed renters to add fences. Be aware that the fence will legally belong to the property owner, even if you are paying for it. Even without dogs they usually add vallue to property if they can be legally built.

I personally would refuse to replace carpet if the renter had been there less then 10 years and/or had dogs.
