It doesn't really matter whether or not she deserved the raise. What mattered is that she was having an alleged affair with Wolfowitz and that he arranged for the raise.

Maybe, but that's not the point. He handled the situtation in an unethical manner while, at the same time, criticizing the nations the bank services for being crooked and unethical
