Inform the local Income Tax Office and they will guide you correctly as there is need to catch all tax evaders since evasion is rampant in our country and results in very few paying taxes!Base must be widened by catching wrongdoers if we are to grow into a developed economy!

Just call the IRS. They will direct you to investigators. Can be on QT but will carry more weight if you give details and identify yourself. There may be a finders fee.

You'll need more info that it sounds like you have on the "possible evader", but you can call the IRS and give them your info.
