No-one : there is no such position as that of English prime minister. The post is a UK position under the Crown. And the answer is still 'no-one' if you mean UK/ British prime minister. 'The' implies uniqueness but there were three prime ministers, 1940-45. Neville Chamberlain till May 1940; Winston Churchill from May 1940 to July 1945; and Clement Attlee from July 1945.

Following the resignation of Neville Chamberlain in May 1940, Winston Churchill became Prime Minister of the United Kingdom and led the British war effort against the Axis powers.

After losing the 1945 election, Churchill became the leader of the opposition.

Neville Chamberlain was still prime minister in the first part of 1940
but Winston Churchill was prime minister 1940-1945.

Clement Attlee was elected during 1945.
