Rap is music just as metal is music, minimalism is music, drum and bass is music, atonalism is music and serialism is music. It doesn't have to have a melody, harmony or a key. It just has to have a rhythm and pitch. Would you think just a drummer playing on his own is music? Cause it's a very similar thing to rap.
Of course you can always think it's not very good music - but I think there is room for rap if it's not just shouting over a 4 bar loop repeated 60 times - exactly as if it was a metal band screaming over a 4 bar riff.
