The cheapest I found was Kaiser for individual coverage.

Also try Blue Cross or Blue Shield.

Try the local Chamber of Commerce or local trade associations. They sometimes have deals/programs that will allow you to get coverage for small businesses at large group rates.

I have Kaiser Permanante. They offer very reasonable monthly rates, but the deductible and co-pays are high. Great plan if you need insurance and don't visit hospitals often.
