First, you must obtain the Nat'l Dex by seeing all Pokemon in the Sinnoh Dex except Manaphy. Next, you must go to Pal Park, which is past the route which is just south of Sandgem Town. You can them migrate them. Once you migrate 6 pokemon (one per day, don't even change the DS's time as it'll restart the 24 hours, you cannot migrate Pokemon with HM Moves), you must go to Pal Park and catch them. You are only given 6 Park Balls, which are essentially Master Balls but only for use in the Park. You are given points depending on your speed of catching them.

You can not transfer them FROM Diamond or Pearl, only from Ruby etc via Pal park, and you can trade only between Diamond and Pearl.

the first thing you have to do is get the national dex. You get the National dex after the eliti four. then you go to pal park and catch the pokemon you chose to transfer

first i think you have to beat the game, then you have to get the national dex from profesor oak and then instead of saying load game when you turn the game on click migrate from fir red/leaf green etc.
