I don't even know if I spelled it right, but I bought an item on Ebay and added $2 worth of inserance as they allowed. It's been almost three weeks and I have not recieved the item or tracking number, and am about to report this person. The item cost about $27, will the insurence on it allow me my money back, and how would I go about doing that, through Paypal? (That's where I sent my item through by the way)

Go into your EBay account and first try to contact the seller to get the information. If you do not get a response file an item not received report. This can all be done in the drop down menu next to the item in your my eBay area. Since you paid for it through Paypal you will end up getting your money back if the seller does not respond and if the seller does respond with tracking info you would get your money back from the USPS if it were lost. You should be fine but need to start the process above.

If you go through Paypal they will charge you a $25 fee... getting you only $2 back... I learned this the hard way. Try contacting the seller a few more times. If not, you may write to eBay and request the contact information of this seller... telephone number. so you can call. If this continues you may try to open a square trade claim.

The insurance is ONLY for shipping. That means if the item is lost or damage during transit you will receive the value.

To avoid problems in the future look at a sellers rating... make sure they have a large number of ratings.... I would say 80+. Also, make sure the percentage is high at the very minimum 90% and also that they have been around at least a year. GOod luck.

InsUrance on something like this is to insure the item in transit.

You've been scammed.
You should have received the tracking number within 24-48 hours of the package being sent. Assuming the sender hasn't lost it.

Report it to PayPal. Just don't expect any money...after all, how can you prove you didn't receive the tracking number? You can't.
Give the sender a poor grade on e-bay...that's about the best you can do there. e-Bay doesn't care and WILL NOT act on *any* complaint received unless they can be charged or sued (and they generally can't).

It is insurance and for 2 dollars you insured 27? If insurance is legit contact them but you should have some kind of receipt stating the product and the date of purchase
