You need to be far more specific. First thing to do is to develop a business plan. Search the Internet for business plan templates. About halfway through the business plan, you'll realize if you really are capable of doing this.

Talk to the licensing branch in your municipal/county/etc govenment, and register. You will also have to talk with the tax man, about registerring for a tax number.

Once you have your paper (licenses and tax numbers), you hang a shingle out and get the word out (let friends/family know), and grow the business.
