no i dont think so, a taxi driver had 1 when in his cab when i was there

Don't think so... we used it when we were there a couple of years ago and the scarey gendarmerie (police man) who gave out to us for going the wrong way around a roundabout (it was one of those small painted on the road jobs!!) didn't say anything about it.
