If the claim can not be concluded beforehand,may we register a formal request for your kind agreement to a 3 month time extention for the claim beyond 16th May 2007,as appropriate/necessary.

The English is too poor to be certain, but it looks like:

If the claim is not resolved by 16 May 2007, a three month extension (is/will/may be) requested.

It should read something like:

We expect the claim to be resolved by 16 May 2007. This is not a firm deadline. Circumstances may require an additional three months to complete this claim.

It isnt an easy sentence to understand, but what I got from it- If "the claim" is not concluded before may 16th can they register a request for a 3 month extension to resolve it.

Is it a line from tax forms?
It seems like its saying that if the claim is not done (I don't know what you have to do for a claim) before the deadline of May 16th, then can we get an extension of 3 months (the way they worded it though it sounds like they're asking if they can request for an extension).
