It's black eyeshadow. Just apply liquid eyeliner around your eyes and then apply a coat of black eye shadow. Make sure you blow off access powder from the eyeshadow brush or your finger, if you decide to use your fringer. Before applying the shadow put foundation on your eyelids so it won't go in the creases of your lids, or eye shadow base thats about 5 bucks.

usually they use a dark eyeshadow, like grey or black, & apply it with a brush, then do the eyeliner on top of that...

just wear black eye shadow or put eyeliner on almost your entire lid.
