Well, there's no single 'best' way for a woman to masturbate- what feels lovely and amazing to one woman may be less than satisfactory for another. Your best bet is to experiment. Try:
1) Clitoral stimulation- use your fingers, a vibrator (or something that vibrates), a feather, or anything really, to touch your clit. Most women get off this way. Practice with different touches- light, hard, tickling, all-over pressure, just one spot, etc. and see what you enjoy.
