Call the local police department and find out who is resposible for that area. It could be a local county or perhaps the state. There could be a number of reasons there is no lights. I'm assuming your talking about a traffic light and not street light, so when they give you the proper authority they'll have to come out and conduct a traffic survey and see if its neccessary. You can also find out how many accidents have occured in the area (if this is your concern) in the last year or so, (police departments should have these stats) and advise the responsible authority...

Petition to local city / county council.

In San Francisco, city council can put up stop signs, but not signal lights. So they do so at a certain street, which forced the traffic commission to convert it to a signal light later. :)

try going to your next town council meeting that's where they vote on what needs to be done in your city ,and bring this idea up,and they will put it up for a vote, we got stop signs and other stuff like speed bumps put in our neighborhood ,and they will listen to you,just call the court house and find out when the next meeting will be,and attend it,all you have to loose from it is time,and you may get something done about it,good luck with it i hope this helps.
