Does foreign debt refer to the inflows a nation recieves to finance its current account deficit? Can it refer to anything else. Thanks.

(note the quotes; they ensure that the phrase, not just each word, is present on the site) was a PDF labeled

What I *don't* know about macro-economics is extensive, but the contents sure look like a good start.
