I was thinking there's got to be thousands and thousands of acres inside of traffic clover leaves that is unused land. How could it be used productively??

How about green belts like they do along the highway in the south east. Plant them with perennial plants that are attractive and create more oxygen, trees can be used as well. Beautify as well as improve the environment. Hold highway plantings like they do highway clean ups in the city. Just make the set of 4 match.
