Usually the Producer is the person who controls the money and because of that actually controls everything else. If making a movie was like building a house then the Producer would be the general contractor.

The job title producer can be confusing, sometimes when making a movie a star actor gets hired on as a producer. The actor may or may not have any real say in the production but gets an extra paycheck and film credit. Sort of like a performance bonus or an extra carrot to offer in negotiations if some impasse should arise.

For example, midway through filming the ending has to be rewritten. The new ending is great but asks actor X has to do something that isn't in their contract. Actor X feels it's dangerous, demeaning or could harm their career and won't do it unless they get more money or control. Actor X gets hired on as a producer.
