It's different for music, though. It's hard to find songs from the big famous bands without using LimeWire or something, but if you're just looking for generic music, you can try the Audio Portal on Newgrounds.com, music.download.com, AudioStreet.net, Mp3.com, etc.
If you're willing to risk getting fined, you can try LimeWire, BitTorrent, BitComet, eMule, WinMX, etc.
