Guards. If one accomodates guests with small children one has special responsibilities. Warnings should be posted - not to leave the Children alone.

No..warnings should be posted, "DO NOT BE STUPID PARENTS AND LEAVE 3 TODDLERS ALONE". End of subject. Her parents are to blame for her disappearance.

You have to put this event in the context of the location. The Algarve is generally a very safe place. The last time a child was abducted was in 1990 (I could have this date wrong) and even then it was by a family friend, not by a stranger.
Guards and cameras aren't cost effective if there is generally nothing to guard or discover.
No in this case I would question the parents' actions in leaving their children unattended. There could have been a fire, one of the children could have choked or fallen or anythihg could have happened.

It is a parent's responsibility to care for their own children, not the government not anyone else. When a child is at school then it is the school's responsibility entrusted by the parents, but the overall responsibility falls on the parents. If a parent needs to see a poster telling them not to leave child alone then they shouldn't be parents at all.
