I live in Connecticut and visited all of the eastern states. If you like the ocean for swimming, any where along Rhode Island's coast if you can afford it; for fishing and quiet with a scenic shoreline, any town north of Portland Maine along the finger like peninsulas that meet with the ocean.
Actually it depends on what your life style is and what you like.
I don't want to give a large list, because it wouldn't be fair to other answerers.

Of course everyone is going to say their neighborhood is the best, but it all comes down to what you want out of a community. Are you into biking, hiking, swimming? Than a neighborhood close to these ammenities would be perfect for you. Or are you into the nightlife- a metropolitan area then. Or maybe you're into your family and want only the best schools.

Think of what you want in a neighborhood, as you can see many options are out there. Good Luck and have fun!

That would largely depend on what you are looking for. What defines a nice neighborhood for you? Is it crime rate? Is it climate? Is it culture events? Is it economy? You'd have to be more specific. Someone who loves the outdoors may have a very different idea on what's a nice neighborhood than someone who's into clubbing and the social scene.

There are nice neighborhoods pretty much EVERYWHERE in the United States. You should be more concerned with avoiding the not so nice neighborhoods, since there are far fewer of them.

You also need to consider what sort of climate and social atmosphere you enjoy, since the US offers a very wide variety in those areas as well.

I lived in Rutherford, NJ for 3 years and loved it. It was close enough to NY to have that big city feel, but sheltered enough to give it that small town feel (population was 13,000). On the west coast, my folks live in a small beach city called Carpinteria (about 10 miles south of Santa Barbara), which has great year round weather and a laid back atmosphere. I've done some research on cities I've been interested in at http://www.city-data.com/.

I am in North Royalton, Ohio ... a suburb of Cleveland. Surrounded by $300,000 homes I am in a little condo where mortgage and maintenance fee runs around $650 a month, less than most apartments around here. It's safe and clean and quiet around here... come on down!!! (or up)
