Usually, the seller will have that information for you if you ask. A request for the last 12 months utility bills is not unreasonable.

Yes, you could call the local companies in the area. Also ask the sellers of the house. In Michigan, alot of real estate agents have some of this all printed out with all the other info for the house along with what the property taxes you'll have to pay.

For the other info, you'll need to contact the local utility who provides each service. This information is free and your real estate agent will likely be a good source of info.

Call the companies in your area that provide lights, water, sewage, and trash pickup for that house's address, and ask them how you can find that information.

if you're working with a realtor, you could always ask that person. also, you could try checking out their city commerce website; that may have the information you're looking for.
