I have a small dent in my tailgate which I would like to have removed (caused by a trailer towbar).The garage want to replace the whole tailgate and respray.I would like to try dent doctor but don't know if their any good

If you are talking about something like a ding king that uses hot glue to stick the puller to the dent, probably not...
The paintless dent repair guys might be able to get most (if not all) of the dent out. Some of them do pretty impressive repairs.

I don't know about Dent Doctor, but I used InspectaDent. Very successful job on a badly dinged door panel for £50. No fix-no fee basis. Northwest Kent area

YOUR BEST BET IS TO ACCESS YOUR INNER TAILGATE FROM THE INSIDE DOOR
GET A LONG PRY BAR AND A SOFT TOUCH.
A SCRAP PIECE 2X4 AS LEVERAGE
bE CAREFUL OR YOU WILL CAUSE MORE DAMAGE.

it depends if the panel is creased, if it is a straight forward dent, then go for it ,it will asist you if you take off the inside panel of the tail gait
