You could save the picture to somewhere easy to remember, such as the Desktop. From there you can go to a website that has resizing options. One website that can do that is http://Iconator.com. From there you should search for a resizalator link.

You can also download programs from the Internet that you can use to resize photos. I'm not sure, but I believe that this one can do it.

several applications can do this for you, photo editor is one good one that will let you scale a photo and enlarge or reduce it to any size that you want.
Many MS apps also can do this, if you drop an image (but copying and pasting) into word, powerpoint, excel, heck even paint you can do a page setup to fit to...
