First of all I should say we live in Kansas City. Planted roses in the front of the house, now I would like to put some kind of low growing plant in front of them, to fill up the space. I am thinking something that will be green for a long while, not a juniper (don't care much for them) I am kind of at a loss. Any ideas?

Possibly a Boxwood bush. This is something used in the landscaping of many shopping areas, so its durable. It has small & rounded shiny green leaves that stay green for a very long time. It's pruneable, but stays pretty low. It;s a popular one used for topiaries. Nice for filling in areas & pretty too!

You could always consider tulips. Just buy a bulb and plant it and watch it come back every year. The only thing I cant remember about them is if the plant remains green for the remainder of the summer. Only downside about the tulip is that it only blooms in spring.

We have Periwinkle in one of our front flower beds as a ground cover. It is green year round and has tons of small blue flowers. We're in the Denver area so it should work for you in KC.

Try some rose moss, it looks beautiful, it has many different colors of flowers, it will also come back year after year.
