yes...but only like bestbestbest friends...and someone i like and i say it really casually...but yeah i do....
and actually theres a difference between i love you and love ya!so you should watch carefully and see if the words include the i in it...sound stupid,but trust me on this one....

i know a lot of my friends say 'i love you' in the casual 'aw i luv yaa' tone to almost everyone. Theres also heaps of people who call others 'babe' and 'darling' etc.
