It is part of the whole idea of Juvenile Court. A minor has not developed the full capacity to appreciate the difference between right and wrong and may often act in a foolish way. Names of minor perpetrators are not made public, unless, under certain circumstances the law elects to treat them as an adult -- like murder.

If a child felon is convicted in Juvenile Court, he is sent to a separate juvenile facility and not to an adult prison. The people at the juvenile facility are better prepared to rehabilitate the child. Also, the child would not be under the influence of malevolent adults [other criminals] as he would in an adult prison.

Juvenile Court records are not available to the public, so a person doing a criminal record check in the courthouse would not be able to learn that somebody has a record of convictions.

Once a child is of legal age, he is treated as an adult. Then the Courts will play hard ball.
