Its usually called lesioning nowadays. Done to destroy parts of the brain that cause seizures usually. Deep brain structures can be lesioned as well.

Lesioning is done with an electrical instrument that emits high frequency heat that kills localized brain cells. There are other methods of modern lesioning that you can find out on yourself

Classical lobotomy is usually restricted to parts of the frontal cortex, the areas most easily accessible to the scalp.

No. People that have had lobotomies actually tend to behave WORSE after a build-up of frustration. If anybody out there is performing lobotomies, they should be JAILED.
