Not sure you can, as WIndows 98 will look for the first primary partition, also your BIOS has to support bootmenu that supports USB booting.
If you plan to move this USB98 from place to place, I doubt it very much its going to be a workable solution at all.

Guruji9x's answer above sounds good in theory, but your computer's BIOS probably won't allow you to boot from a USB drive. It's rare for a pc to allow such a thing (especially an old computer running Windows 98). FYI, most Apples can boot from a USB drive; I don't understand why the majority of pc's won't.
But if you CAN end up booting from your flash drive, follow guruji9x's advice!

All you have to do it right click on the drive, click format and check the "Create an MS-DOS startup disk"
1) use Window98(SE) to format & create a bootable flash USB drive. (as explained above)
2) copy the memtest86+ pre-compiled exe into the USB drive
3) make a autoexec.bat for the USB to run the memtest86+ pre-compiled exe instantly after window98 DOS start, the autoexec.bat content like this:
@echo off
mt165.exe
cls
4.)correctly config your motherboard's BIOS to enable USB drive to first boot.
(to create a .bat file, you can type that file in notepad and save it, and later rename the extension to .bat and if you know the `copycon' command, you can create the .bat files directly)

ya u can do it vry easily win98 os is just copy and paste supported so u can copy all the files at the time of install give try other boot device and make flash drive as a bootable & using cmd menu u can do it

It takes a newer computer to boot from usb, so why would you want to run windows 98 on a newer computer ?
