There is no car ferry directly from Seattle to Victoria at this time.
You can take Washington State ferries from Anacortes (through the San Juans). Check the sailings - not all Anacortes departures go to Victoria, and I think you have to make a reservation.
Your next best option is to drive across the border and take a BC ferry from Tsawwassen (I think) to Sydney or Nanaimo, north of Victoria. If you stay on I5 to cross the border, the signs for the ferry are right on the freeway about 10 miles north from the border.
What's the fastest? Probably driving up to Canada and taking the BC ferry.

Besides the other ferries mentioned, you can drive out to Port Angeles and catch the ferry (MV Coho) direct to the Victoria Inner Harbor. It's a fantastic view as you approach the city and moor right in front of Parliament and the Empress Hotel.

Regarding the Anacortes ferry: it doesn't actually land in Victoria, it lands in Sidney, which itself is a nice town to visit. The passage through the San Juan Islands is beautiful.

I don't think there is a ferry direct from Seattle to Victoria.
If you drive north to Anacortes, you can get a ferry to Victoria, and there are ferries from the victoria area to vancouver.

One of my favorite trips is to take the Coho ferry in Port Angeles to Victoria and then to take one of the B.C. ferries to the Vancouver area. Just beautiful.
