I've wondered that too. We have a very diverse workforce and several of our indian employees do this. I thought maybe it was a tick of some kind. Makes yes or no kind of confusing.

Body language. It usually indicates some kind of "agreement".

If you ask someone, like, "Want some tea?" and they do they, they are basically saying "Sure! whatever. why not?"
