So far scientists recognize an only kind of mater they like to call "Baryonic matter". That matter is the same we are used to, for example you and everything around you, even the stars and galaxies are known to be composed of this matter.

Baryonic matter is not other thing than electrons, protons, neutrons and several subatomic particles. We learn about them in high-school. All these particles also behave like waves -- search for "wave particle duality".

So at a first glance we can say: YES, the universe is made only of waves and particles.

However, astronomers and scientists estimate a huge amount of mass they can't see nor detect or anything with any instrument or measurement developed so far. They call that DARK MATTER.

They speculate that dark matter could be either Baryonic or non-baryonic or both. Non-baryonic dark matter should be composed of some strange and exotic particles called "axions" and others. These non-baryonic things have never been seen in a lab or anywhere.

You can learn more searching for those words but getting to know the particles world can be daunting.

In conclusion: either way we look at the universe it appears to be composed of particles and energy. But we don't know yet.

ONE, note the caps, of the most popular theories of the decade is that there are no particles. Just vibrating strings. bump that particle in a special way and proton morphs into a neutron. bump it again and ya have an electron.
So *if* you believe this rhetoric you could say no there are only waves. Particle behavior is just a silly byproduct.
Onto more common physics yes waves and particles make up the DETECTABLE universe. but that's only a mere 3-9% depending on which theory you want to subscribe to. the rest of it? we don't know. can't test. and we can only speculate but matter is the rarest part of the universe it seems.

Anything that exists in universe is either a form of matter or energy.
