A lot of people think it's because their fingers have dried out in the water. It's actually the opposite. Your fingers are super-saturated with water and they swell up. The ends of your fingers have pads of fat in them, and this area absorbs the water through the skin. The water is not absorbed evenly though, so your fingers have a pruney look until you take them out of water and the water dissipates.

There is a connective tissue between different layers of skin. When your skin becomes swollen from the water, all but the parts with connective tissue will rise up.
