I would like to know if I mailed out a certified letter and it came back to me, and it was not recieved by the person I mailed it to. Can I opened the letter myself if its not address in my name. its in the person I sent it to.

If you are the sender and it is returned to you, you could open it up, but not sure why you would want to. If you mail anything out certified mail, you should keep a copy for your records.

It's your letter, you can do anything you want with it.
