I guess it depends if I knew them or not. if I knew them would say nice shirt, have a laugh about etc. If was a stranger would smile and maybe say nice shirt. It did happen once at college. Me and this other girl turned up to college wearing the same clothes, she was in a different class from me, the 2 classes were all going on a coach trip that day to a museum together, we started talking because we were wearing the same clothes and ended up becoming friends.

This used to happen all the time when I worked patrol division as a police officer. I used to scream and shout "why do you copy and mock me every day?" I would then threaten to rip their shirt off and beat them with the buttons.
Then it was pointed out that we all wore the same uniform for easy recognition by the citizens. Boy did I feel small!

i would pertend not to notice . One time this really bitchy girl at school that used to be nice and i were wearing the same "defy gravity" shirt and (this was right before class) says "um..do u have a sweatshirt u could were over that?"

i hate that!!! especially when they look better in it than me! because i am so small i usually come across someone half my age wearing the same clothes! my daughter came home from school today and said her high school science buddy has the same skirt as i do! that really irritates me!

I've had that happen before, I just say hey nice shirt. However, in my case it wasn't a shirt, it was a pair of glasses.

I'd say 'you *****! you stole my friggin idea! this is my shirt!" and then i would take a purple sharpie and write my name on it to make a point then walk angrily to Starbucks.
