A person who is sexually and romantically oriented to people regardless of gender. Gender and sex are meaningless to them, gender being a social construct and sex being anatomy- it appears these distinctions are arbitrary to them, they are both genders and neither and everything turns them on.

"Pan" as a prefix usually indicates "world" (as in "pan"demic - a world-wide spread of disease) and sexual speaks for itself. So two things spring to mind.
Firstly that the person has sexual relations with many people of different races.
Secondly that the person travels a lot and has sex where ever they go. Or maybe travels to places just for sex.
But that's just a guess.
