Wal-Mart, Target and most drug stores offer cell phones that have no plans. You have to buy minutes for the phones. track phone is one of the biggest pre-paid calling plans available.

If you already have a service provider and just want a new phone with out extending your plan. EBay and UBid are 2 sources for buying a cell phone for a particular service provider without having a plan.

Umm...There is cellular-blowout for more name brand phones and you could go to Letstalk.com, there is also Wal-mart and Tracfones at most drug stores.
