Wal-Mart, Target and most drug stores offer cell phones that have no plans. You have to buy minutes for the phones. track phone is one of the biggest pre-paid calling plans available.
If you already have a service provider and just want a new phone with out extending your plan. EBay and UBid are 2 sources for buying a cell phone for a particular service provider without having a plan.

Try CONSUMER CELLULAR--e-mail add. Service@ConsumerCellular.com or you may call 888-345-5510. The thing I like about this service is that you are not locked in and may cancel at any time without penalties they can offer you several plans to choose from as well.

Umm...There is cellular-blowout for more name brand phones and you could go to Letstalk.com, there is also Wal-mart and Tracfones at most drug stores.
