He promoted an unqualified person based solely on his relationship with her.
He over payed her based on that relationship.

BOTH are abuses of public office.

He felt that rules did not apply to him - having his girl friend transferred to another Federal agency under Mary Cheney but paid out of the payroll of the World Bank, and giving her two massive pay raises - What rules did he NOT break?
Had this not been uncovered by World Bank employees and made public we would have probably never known about it.
The ironic thing is Wolfowitz was so focused on stopping corruption, nepotism, and illegal practices in foreign countries, that it was OK if he violated these rules himself.
He is guilty of hypocrisy.
As the architect for Bush's war, he has much to answer for .

His girlfriend, Shaha Riza, who worked for the World Bank eight years before Wolfowitz became President, was transferred to the State Department. She stayed on the World Bank payroll and Wolfowitz gave her promotions and big pay raises. Since his goal was to end corruption in loans to third world countries, his behavior itself came under scrutiny.

you people that say "we can get out of the W.B now" are idiots

the U.S founded the World Bank as a way to organize the marshal plan money after World War II, it has since evolved into an IGO that donates money and expertise to developing countries to build revenue creating infastructure such as dams, tellicommunication systems, highways, etc.

Wolfwitz gave money to his personal aquantances that should have been going towards helping east asia, africa, and latin america develop. He also based a lot of donations off of the borrower country's relationship with the Bush administration, which is absolutley sickening.

Please oh please get an education before you open your mouths about something more complex than 1+1.

Tell Nostrada, who is so sure of himself and his response, that Mr Wolfowitz worked for the World Bank, not WHO (World Health Organization). Glad I didn't pay for his education!!

He was a hypocrite. He touted reform for the world bank, saying he would eliminate corruption, then hired his girlfriend and gave her an enormous salary, while she was actually working somewhere else at the same time!

uh, he was corrupt with his personal dealings with the world bank while at the same time pretending to be tough on corruption within the world bank and their client nations.

he also tied world bank cooperation with client nations to agreement with bush admin policies.
