I need plans to build a small 12 volt battery powered underwater scubadiver towing submarine. The unit will have a watertight fiberglass casing holding the battery and motor to drive a small propeller to move the submarine. A handle in the back where the scubadiver hangs onto.

You can try to build one, but it will be a lot easier and cheaper to buy one. Most of the big marine stores carry these and you can get one for $150 to $750 depending on capabilities. The problem with trying to build one is the seals. It is a very tricky business to create waterproof electrical seals that will hold up in the real world. The manufacturer's have figured it out for you.
