Only three people can. The Govenor, a superior court judge (mostly the supreme court), and the President (if you contributed to his campaign fund).

The superior court can grant a stay of execution when an appeal is filed and a motion for this purpose was requested by the aggrieved party as provided for in the applicable provisions of the Rules of Court.
