I don't know what's wrong with it. It'll flush but it won't fill up.

How fast do you think the water form the fill tube should go? fast? cause mine is like a drip drip kinda thing.

Your water line or fill tube must be stopped up.Take it off and clear or replace it.

When you flush the tank check to see the valve under the tank is open all the way. Lefty loosy, righty tighty. Them make sure the flapper in the tank is opening all the way to let the water in the tank. Make sure you don't have one of those bacteria thingiys floating around in the tank plugging the way of the water, it happens.
Sometimes, threes a secondary valve in the line, I have one in mine, for maintenance purposes, it for some reason, may have gotten shut off to some extent blocking some of the pipe. Check.

If all is well.

Then, you probably need a new toilet replacement filler. You can get one from Home Depot for about Fifteen dollars. They're easy and simple to put in, follow directions. Good luck.

1. Make sure the valve on the water line feeding the toilet is turned all the way on.
2. pull up and down on the float and see if that doesn't make the water run faster.
3. if its still slow, just buy a toilet tank repair kit at any hardware, their around $10-15 and really easy to install yourself.

If I were you, I replace the flex line supplying water to your tank, stubbing out your wall. You may want to also replace your tank filler and ballcock assembly. These are fairly easy to change out, just follow the directions. I believe that this will give you a great working commode. Good luck. Most likely the flapper isn't sealing well. If it's not sealing, the water will keep going out and not fill.

bad fill valve, probably a fluidmaster, thier good but that is #1 clue that thier going bad

Did you check the inlet valve? It may be nearly closed...
