Using the latest IE with windows can a curious IT guy see my passwords?

YES, it's not IE thats the issue, MOST companies have administration software on the system AND on the network. If it's a public machine, make sure you do NOT have auto complete on, that ou clear eeverything in the computer, then reboot. And of course make sure there's no malware such as a keylogger. (VERY common on a school or library computer) Good way to lose your identity

Normally no , but they can if they install hacking tools in employee PCs and this is not acceptable by most of companies and anti virus programs detect them and quarantine them.

If they have a proxy server and monitor that stuff. Most don't though.

YES! They can see every key stroke you make, every web site you visit.
