It has glycerine added to make it moist and burn slow, plus it's tightly wrapped.

Okay...just for you, I did an official scientific experiment. I went out in my yard, and held a lighter to a branch on my dead Crape Myrtle, to see what happened. It did not burst into flames, and after what seemed like HOURS, still had not burst into flames. Then, I held the lighter to a dry pine nugget, and it also didn't burst into flames. Then last, but not least, I held the lighter to a freshly watered living luscious green leaf on a Tiger Lily plant, and it fried to a crisp. I remembered my Grandaddy growing tobacco in the hills of Tennessee, and that didn't help either. So...my official conclusion is...hell if I know!

Tobacco is dried and herefore smolders. It's also the paper. It is usually treated with chemicals that control the burning rate of the cigarette and stability of the produced ash.
The papers used in tipping the cigarette stabilizes the burning of the cigarette as well as the delivery of smoke . Cigarette paper is often bleached with chlorine.

very good question. I'm sure there is some scientific explanation, some chemical compound that keeps that from happening. I don't know what it is, but I could make up something for you! :-)
